Who I am
From 2023 to January 2025, Oumou served as the Senior Advisor for Technology and Ecosystem Security at the White House. In this role, she led the execution of global and national policy initiatives to improve security outcomes for critical and emerging technologies. She was an author of the President’s A.I. Executive Order and was instrumental in the development and implementation of the National Cyber Workforce and Education Strategy.
Oumou joined the White House from the Cybersecurity and Infrastructure Security Agency (CISA) in the Department of Homeland Security. Prior to serving in the executive branch, Oumou was a fellow at Harvard University’s Berkman Klein Center. Oumou represented the Berkman Klein Center in media commentary in The Hill, NBC News, and the Financial Times and co-authored the concept paper for BlueSky Social, a public benefit corporation which hosts one of the first decentralized social networking platforms. Prior to joining the Berkman Klein Center, Oumou was an advisor to U.S. Senate Democratic Leader Charles Schumer.
She holds cybersecurity fellowships at Harvard University Berkman Klein Center, UC Berkeley’s Center for Long-Term Cybersecurity, the Atlantic Council’s Digital Forensic Research Lab, and the Truman National Security Project. Oumou holds a B.A. from Notre Dame de Namur University in Belmont, CA and an MSc from the London School of Economics and Political Science. She is a member of the Board of Trustees at Notre Dame de Namur University.
